As a native french i can say that on does not mean we, but all humans including her (because she is too)
on can mean many things

If you go to speak everyday french, you’ll find that you hear on much more than nous. This is because On means we too, its just not as formal as nous.
I know she means We don’t change. Why didn’t she say Nous the changeons pas? Maybe because she didn’t want everything in the Nous form so that it would rhyme.
I’m not saying that on doesn’t mean one as a person too, it just doesn’ tin this context.
In any case, on means we as well as nous.
